The modern history of the Federal Service for Intellectual Property (Rospatent) dates back to the mid-20th century. On September 29, 1955, the Council of Ministers of the USSR adopted Order N 1772, establishing its new subsidiary body — the Committee on Inventions and Discoveries. The document created a centralized system for managing and rationalizing inventions within the country’s territory, issuing IP protection documents for inventions, industrial designs, and trademarks, as well as registering scientific discoveries.

As a backbone of the IP institutional environment, Rospatent deals with streamlining issues related to various aspects of legal protection and management of IP rights.

Since 2015, digital transformation has become one of the Rospatent’s top priorities. The integration of new digital solutions is fundamentally reshaping both internal processes and interactions with applicants.

In 2018, Rospatent’s activities on digital transformation were introduced into the federal project «Information Infrastructure» of the «Digital Economy of the Russian Federation» program. As a result, the IP Office started a wide range of initiatives to create a user-friendly IP services environment.

One of the most significant achievements of Rospatent has been the shortening of the examination time for all IP applications.

«Today, Rospatent has the important task to continue the tradition of effective service, at the same time, contributing to the further IP system development, as well as to facilitating the implementation of the President’s mandate to create its own high technologies and standards, as stated in the 2020 Presidential Address to the Federal Assembly», the Rospatent Head Grigory Ivliev said.
